Only a preferred casino gaming operator may apply for a facility operator’s license. Prior to operating a casino gaming establishment, a facility operator’s license must be issued by the Lottery Board. Please read this information in its entirety. Prior to operating a casino or working with or in a casino, companies and individuals meeting certain definitions must be issued one of the following licenses: facility operator license, supplier permit or a service permit. The Virginia Lottery is charged with the licensing and regulatory oversight of all casino operations.
